Download only over wifi

How do you prevent downloading using data?? I remember there being an option and i had it turned off but today I was streaming and saved the Playlist I was listening to and realized that the download arrow had turned to green (this means it's available offline right?). Now I can't find the option to not use data for downloading!

Open sidebar, go to settings and choose download over wifi only.

There is no download only over wifi setting only, anymore. Any other ideas?

settings -> Sync over cellular -> OFF

Hi, My problem is the opposite;
I can't find how I can switch off the 'wifi only' option ( couldn't find in settings as you mentioned on iPhone)
