Samsung xcover 3, android 6, latest version of spotify. Why Spotify is NOT finding my

bluetooth device ?!?

Samsung "own" music is playing ok.

device is Logitech Bluetooth Audio Adapter

Once your phone is paired with a bluetooth device, any sound will be transmitted to the device as long as it is selected in the phone's bluetooth settings. This is a feature of the phone and independent of the application you are running. Maybe I misunderstood?
