You can just drag-and-drop a playlist into a playlist folder. Take a look at this video for more information:

Oh sorry, I was intentionally posting in the "Android" section.

Does not work in the mobile app unfortunately

Woah, I'm really sorry about that. I overlooked that. I don't think it's possible to move playlists in playlists folders on mobile right now. Sorry about that. You can leave your vote and feedback on this idea here. Let me know if there's anything else.
