So I would call this a bug that needs fixed. If you are on a downloaded playlist and have told it not to stream, then you shouldn't suddenly see a video streaming in a downloaded playlist. This is a Spotify authored playlist. If they know there is a bug with video streaming then they should not be including videos in SONG play lists. I would suggest changing the playlist for now until video streaming can fixed. Thank you.

When I'm at work, I listen to my downloaded content. This appears to generally work and I see no data usage as it should be. There is one playlist that I follow that is different than all the others. It is "Rock This". That playlist has video content and the video content does not download. What's worse is that when the playlist gets to a video, even though you've specified download on Wifi only and play only downloaded content, the video starts to download over 4G. I've verified this with the sudden spike in data usage. I immediately swipe to the next song and I'm back to the downloaded content as it should be. Why is a video attemtping to download when you have specifically stated no over the air downloads and play only downloaded content. If this was not caught, it would be way too easy to run up your data if you weren't looking at the screen and listening only to the audio.

It's not downloading the videos but streaming them. There is currently no way to prevent spotify streaming over cellular other than turning off mobile data in your android settings.
