I have Spotify for my Google Pixel and it is a lot quieter than other music apps I use. I mainly use it with an auxiliary cable in my car and I need to have the volume maxed to listen and it is still not that loud. I've tried uninstalling and installing and turning the "normalize volume" and "equalizer" functions on and off.
