off line listening on nonactive S4

I download playlists on an old S4 (no SIM card) using WIFI. I try to use it off line, it tells me I'm offline and connect. While boating I use someone's hot spot to log in to Spotify and my downlosds are not avail. Help plz

The "offline message" should only come up on the home screen. If you go to your library, your downloads should be there and playable.

I don't understand the rest of your post. Could you explain in a bit more detail?

yes it is confusing because somtimes it works and doing the same thing it doesn't. The problem is somtimes I am unable to click my library.
