I've tried altering all suggested settings, reinstalling, deleting the app, logging off etc etc etc... the only way I can alter data saver to off is to put the iPhone into airplane mode, but once I switch back to mobile data it's automatically sets data save to on. I won't the option to use my data how I see fit... ie listening to high quality whilst streaming on my mobile data. Might sound stupid.... I definitely feel like it! iOS 13 has a low data mode setting under mobile data options. If this is on it drives the data saver on Spotify to stay in place when streaming on data... switch this off and BINGO! High output when streaming.
