Offline File Syncing on iPhone

My Question or Issue

I downloaded some songs off Bandcamp and datpiff that I am now unable to listen to on my phone. I was able to do this when I had my android phone last year but now I am struggling. I have tried adding the songs from my local files to a new playlist but my phone does not even display the songs as unavailable, it just appears as if there are no songs in the playlist. I press the download button on both my phone and my computer and it gives me nothing. I've been able to do this before with the same firmware on my computer. Both of my apps are up-to-date. I have tried logging in, logging out, and disconnecting from the wifi to which they are both connected. I could try connecting to someone's mobile hotspot as the wifi I am connected to is at my University. What more can I try?

I also was able to do it on this wifi in December of 2018
