Can't Sync Local Files with iPhone

My Question or Issue

I tried syncing my songs from my local files to my iPhone and it never shows up because the download never shows up on my phone. The download switch shows up on my PC when I try to sync it but doesn't appear on my phone. I disabled my firewall and my phone and PC are connected to the same internet connection.

Any solutions to syncing songs from local files from my PC to my iPhone?

The only way for me to listen to the song from Local Files on my iPhone is to have Spotify left on my computer while I go out somewhere.
