volume normalization ineffective on ipad

My Question or Issue

the normalization on my ipad is ineffective. switching between loud normal and quiet has no effect. The volume of some songs, especially older ones play at a much lower volume and soft songs such as instrumental and vocal/piano songs play much louder than they should. The normalization on my android phone is much more effective.
