Syncing Local Files

My Question or Issue

I'm having some trouble syncing my Local Files from my desktop to my iphone. I'm getting the "No devices are currently available for syncing." message. I have reinstalled spotify on both devices, I have disabled Windows Defender Firewall, I've made sure that both devices are on the same network, I tried mobile hotspot, and nothing has seemed to work. I've never had this problem before so I don't know how or what to do to fix this problem so some help would be appreciated.
