How to switch between modes on Apple Watch

Device - iPhone 14 Pro + Apple Watch Series 8

Operating System - iOS 16.2, WatchOS 9.2

My Question

As far as I can tell, there seems to be 2 modes on the Spotify app via Apple Watch.

A mode that connects the watch to the phone, so it shows the same synced library plus and you can play the music off your iPhone or any other devices on the same network.
The other mode lets you access the downloaded playlists and it enables to option to switch to AirPods (or any other bluetooth earphone presumably)

My question is how do I trigger this? I can't seem to access the playlists that I had previously downloaded and am SOL when I'm outside running or at the gym.
