Desktop Local Files Sync Not Working

I’ve been trying to sync some songs to listen on my Iphone and they won’t sync. I followed all the instructions but in most post it asks to “Enable local files sync from Desktop” on settings in your mobile device. However, on my phone it doesn’t show that way, instead it says “Show files from local device”

Im not sure if that’s the problem with my songs not syncing. The songs do show on my playlist but when i try to play them a message of error “this song is not synced” pops up.

I have tried everything and this error is occurring in both my iPhone 12 and iPad. I do have a premium account
