Hallo

How can I add local files stored in my iPod touch drive into Spotify playlist? Can I do it without copying them into hard drive on my PC?

Only local files on your desktop can be included in the spotify library so yes, you'll need to copy or move them into your itunes or music library to be able to include them in spotify playlists.

OK, but it's strange- listening to Spotify on my iPod I cannot use files which are already on my device. I hope it'll be fixed somehow in the future.
