How smart is Playlist Radio?

Got a few questions on Playlist Radio:

1.) When playing Playlist Radio on the mobile app, when it plays a song that I have saved offline, is it smart enough to play that offline file rather than wasting my data? If not, it should be.

2.) When playing Playlist Radio on the mobile app, if one goes into a bad signal area, is it smart enough to skip to a song that I have saved offline? If not, it should be.

3.) If I add songs to the playlist, is Playlist Radio smart enough to factor that into its music mix? If not, it should be.
