What do you mean by sync? Offline tracks will never sync, however I have a feeling local tracks should be syncable.

Unfortunately, Spotify do not support iPods with the new lightning connector (even to sync local files), due to this open bug:

Unfortunately for now it has been marked "Won't be fixed" meaning there is no planned fix in the pipeline.
