Hi I have an iphone 5 and samsung note tablet if I download spotify on both and set up 1 premium account can I sync both devices to the same account as sometimes I take phone out an other times I use tablet but want the same music on both

Yes, you can sync both devices to your premium account.

All you need to do is login to your account on both devices.

All of your music and playlists are stored on Spotify's online server, so if you make changes like adding a track to a playlist on one device, they will automatically sync over to your other device.

So all my downloaded music will be on both devices like the cloud

Yes, that is correct. The music is streamed from Spotify's server, but if you don't want to stream all the time and use data on the go, premium allows you to download the songs to your device.
