App says waiting..

Hi,for the last couple of days I couldn't get the app to open,it says waiting.I have tried to do a hard reboot and it did not work and I can't reinstall the app because the "x" doesn't appear on top of the app.I am able to download other apps,I have signed in and out again,but it still didn't work.I am also able to uninstall other apps.Thanks for any help.

Hi there welcome to the community,

Could you try to logout/login to the app store?

From the Home screen, tap Settings.
Tap iTunes & App Store.
Enter the Apple ID and password then tap OK.
The Apple ID is the email address associated with the account.
Tap Sign In.
To sign out, tap the Apple ID then tap Sign Out
