At my university, my Spotify refuses to sync local files to my iPhone over wifi, but at work and home it functions perfectly. It's available offline on both my PC and my iPhone, but none of my local files can be played on my phone, it says I need to sync them. It could maybe be the fact that I'm on my school's wi-fi, but I don't think that would change anything.
