Offline Content between multiple devices

Is there any way to make content that was made "offline" from one iOS device automatically "offline" for another? i.e. from my iPad to my iPhone

Hello TommyGlad and welcome to the Community,

Unfortunately you have to sync your songs for all you devices, one by one. That is the reason why you don´t have to have the same offline playlists in all your devices, they operate separately. And that is why you also can have offline-synced playlists on up to three devices (mobile or computer) at a time.
