I can use any other app on my iPhone 6s with Spotify playing in the background. However, just a few seconds into browsing through the latest stories in the new Apple News app, the streaming pauses. I have to go into the Spotify app to resume the playback. But shortly after returning to the News app, the streaming stalls again.
