Syncing Local Files to iPhone

I read all of the instructions and have successfully done this in the past, but I can't get a playlist of local files from my macbook to download onto my iPhone.

There is over 23 GB of space left on my phone and I have not downloaded the maximum amount of songs

The local files have been saved onto my macbook spotify and play offline

both the computer and phone are connected to the same wifi, I even tried turning off cellular serivce so both devices were only connected to the same wifi.

When turning on "available offline" it says "waiting to download"

but when I go back out to my library, nothing is downloading. There is no progress bar...

I deleted the app and redownloaded it but still, no local files will be saved offline, they jusr say "waiting to download" but nothing is being download.

What is going on?
