One Playlist not syncing

I have a specific playlist that won't sync from my computer to my iphone.

I have:

-Gone offline on both, went online.

-Reinstalled app

-Created a new playlist since then, which does sync fully

What the heck am I doing wrong?

If I copy the songs into a new playlist, and delete the old one, the old one is still on my phone and the new one is nowhere to be seen...

What I did was add a song to the playlist from the not-synced device (in my case my phone). about 30 seconds later, my synced devices picked up the new songs and the playlist updated on my phone. Spotify on your unsynced device needs a reason to update, and adding a song will do that
