Syncing local files without a desktop

I'm trying to add local files from my iPhone onto the Spotify app. I've seen how to do it but it seems to involve a desktop computer of some description. All I have is my iPhone 7 and iPad Air 2. Is there a way to add them without having to use a desktop?
