iOS spotify app won't keep offline playlists

I recently deleted my spotify app and re-downloaded it in order to free up some space on my iphone.

Now when I try to download a playlist and listen to it offline, I get the a message which says:

Offline Playlists

You can download to a maximum of three devices. As you've already reached this number, we'll remove your downloads from this device. Please quit and restart Spotify now.

When I go to https://www.spotify.com/us/account/offline-devices/ I had a few devices in there, and I removed them. It now says I have no offline playlists associated with my Spofity account. However, my iphone still can't have downloaded offline playlists.

I'm paying for premium service. How do I get offline playlists to work on my iPhone again?
