Syncing Local Files Still Doesn't Work

I see that there are numerous old topics on this, but wondering if anything recent has been found. I'm trying to sync a local playlist to my mobile to listen on my phone. I've went through all the steps and troubleshooting of the old topics but it still doesn't work.

One thing the other threads mention is a pop-up when you switch on Local Files in your settings, but I don't get that pop-up to select the device. The playlist name is on my phone, but the songs are not there. The playlist is just empty.

Any other ideas?
