When new folders are created, they should appear at or near the bottom of the list on the left-hand sidebar, named "New folder" or the equivalent in your chosen language. If you have a lot of content there, this might take some scrolling but they should definitely be there. Do you see these or not? Is the behaviour the same across all devices?
