A question about an album's availbilty

Hello! I have a little question here.

I have searched an album through Google and get the URL of that album. But unfortunately this album isn't available in my area.

So I use the tool which is provided by Spotify Developers-Album Availability Map and looked up the availability of this album. But to my surprise, this album isn't available in every area according to the Album Availability Map.

This has confused me. Is this situation is normal or it's just an error of that tool? Because I don't believe that an album isn't available in every area if it has been put on Spotify.
