Playlists Not Syncing / Does Android No Longer Support Playlist Folders?

My Question or Issue

My a few weeks ago many of my playlists stopped showing up on my mobile phone which is my primary use in Spotify.

They also started restoring themselves on their own making the most recently listened to become the top of this list. I Organize them in my desktop app and they always remain in the order I put them in.

I sometimes order my playlists in folders and sub-folders which now that I go back and check realize those are the playlists that are not showing. Does Spotify mobile no longer support folders in playlists?

I have attempted to go offline then online again in both apps to resync as per help forum suggestions but can only do so on the Spotify mobile, no offline mode in the desktop app. Either in settings or the file menu.
