My Question or Issue: My daughter wants to get her own account but doesn't want to lose her playlist that's on mine. Can playlists be transferred between accounts?

Yes, playlists can be transferred between accounts. You can do this following the steps provided in this Spotify Answer. You can disregard the sections that mention closing accounts; since you'll just be creating a new one for your daughter.
