3 for 1 deal ineligibility?

Just had an advertisement on my phone for the 3 for 1 deal, having discontinuined my current premium subscription due to money constraints. After clicking on the offer I'm told infact I'm not eligible for this deal. I've also heard since that this deal is reserved for new customers. Is this correct? I've so far clocked up 28 paying months (which I'm sure is less than other people on here) and really thought you had come up with a great offer to entice me back.

I guess I'll be trying out Google Play Music for now...
