As the title stated. My family only just started on September 28 and I can't use premium features. Why charge us money when I don't get the features I paid for anyway?

Welcome to Spotify Community!

 

It's sad you don't get what you are paying for, but have you tried logging out and logging back in to your Spotify app? This may fix the issue as it refreshes the connection between your account and Spotify.

 

If it doesn't work, reinstalling the app is worth a try. Head over here for the steps.
