Can another user block me or hide?

I'm frequenty visiting another users spotify but once it disappeared for a month and then it came back and now its gone again?

What happened, did he block me or what? How is he doing what he is doing???

As far as I know you can block people from the Messages tab, however you can not completely block someone so they can't see your activity or playlists.
