Can't change country

Just got back to the US after a semester in the UK. No matter what I do I can't change my country back to the US from the dropdown selection. It gives a little load and then nothing happens. Everything updated, tried this on Chrome and Internet Explorer.

Because of this problem I can't upgrade Spotify, and my 10 hours are up, ergo I can't use Spotify at all.
