Can't get premium 3 months for 9.99 offer

I had Spotify Premium 3 months for 0.99 last summer and this new offer said that you can't get it if you've cancelled your subscription after 21.10. so i should be able to use this offer?  When I try to get this new offer it says that my payment service offer or something like that is having some problems and it says that i should try again or try other payment method so this couldn't be because of the offer i used last summer could it? Is there something I don't understand or is my credit card or internet connection just being weird or something
