First of all it's important to mention that in order for these type of posts to get the relevant attention, they should be posted in the "Content Questions" section of the community.
Furthermore, you can always read the community guidelines to make sure that you're posting in the right place.
To your question, I looked up the artist you mentioned on my personal account and it seems it doesn't come up in the search at all.
I would suggest asking a friend who's using Spotify in the same country to see if the content is available to them.
If it isn't, you can read more about missing content on this info page.
In addition, there are two more ways you can contribute to the situation :
- Filling out this request form
- Using the "Local Files" feature to upload your legal content to the app
