Cannot Update Payment Information

I've attempted to update my payment information via my cell phone and via a PC. After i enter all of the information I submit the changes and it does not go through. I am using Google Fiber 1G services, my connection is sound. I am surfing the web and doing my work from home, accessing multiple EMS servers and whatnot through a VPN on my PC. And just straight over WiFi with my phone. I get the same stalled out response on both devices. I do not want my old debit card to be used - as there is a small amount of money in there and i'll surely get an insufficient funds charge.

I'm going to delete my premium account. This message board is overun with spam ... i don't want my payment info associated with this website.
