Cannot enter a new member even when Premium allows up to 5 people in my account

Who can I contact to solve this problem?

I want to add one more member even if I have to pay a bit more. My two daughters are already invited but I cannot register another mail to invite my sister who is coming to live with us

You shouldn't have any trouble adding another user to your plan. Can you give us a bit more info on what's going on when you try inviting your other member?
