Cant reach browse menu

Hey all,

i cant reach my browse menu, and it says "there is a problem" on this screen. what should i do ?

you can see the screenshot, it is turkish but you can understand what i said.

it is pc version. it restarts all the time when i turned off the pc:) but cant solve the problem
