Change Account Country being Free but had been Premium before.

Hi,

I was Premium user two years ago. Now I've moved to another country. 

My problem is I can't change my country in my preferences because I need to change my billing address to the other country. To do that I need to be premium. But I'm using a Free account now.

How can I change my country without paying again a Premium fee ?

I'll be happy if you can help me.
