Change the country in profile settings

I am quite fed up with searching for email of spotify support as I am not on twiter. 

How can I change my country in the profile settings if the list of the countries does not appear and I can see only my currently set country ? 

I want to upgrade my account to premium but it is not possible, because my credit card does not match the country in my profile. 

Spotify, after submitting my credit card details gives me option to change the country or change the credit card. When I pick the button "change the country" nothing happens at all.

Yes, i tried to log in and out. I did this on web, not in the app. 

Please, help. Thank you.
