I recently tried to upgrade my subscription to free on Spotify, but I was charged for a account in New York for $4.99. My account is still not premium. Please help.

If your account still shows as Free on the Subscription page, you can check the status of the payment on your bank statement. If they appear as pending/pre-auth/processing, this might explain things: http://support.spotify.com/learn-more/faq/#!/article/pending-charges/.
