Charged twice for reinstating my Premium Membership

I reinstated (stopped it for a while, and decided I wanted it back) my Premium Membership, but I was charged twice ($9.99 + $9.99). I have seen several other similar posts, is this a bug, or some kind of a scam?  My biggest problem was that it charged my paypal instead of the cradit card that I had JUST changed the payment option to!   I have no money in my paypal, so it's going to pull it from my bank acct and make me bounce a check!!  Is there a way to refund that quickly and charge the fee to the correct payment option??  I would really appreciate some help!
