Hi,

I have recently moved country - from Singapore to the UK and need to change my payment details from a Singapore debit card to a UK one, however it says I can't change the country without changing the payment details, and also cannot change the payment details without changing the country.

You'll need to make sure your new payment method matches the new country which you'll set on your account.
