I am an american with a US bank card but working on a USAF base in Japan.  I want to change to premium account but your systems says I can't.  Do not have or can get a Japan card, not a citizen.  Can this be fixed?

Thanks for reaching out.

Unfortunately, you need a payment method (e.g. Credit Card) that has been issued in Japan, to be able to subscribe to Premium.

You can use your US payment method when you're in the US to subscribe to Premium. Premium users can use Spotify anywhere in the world for as long as they like 🙂
