Do audio settings transfer from device to device?

Just started using Spotify with Premium trial, and still learning how things work.

I'm unable to access audio settings at work, there's a limit of functionality here because of restrictions on downloading apps, so they aren't available. I checked on my Android and was able to access them and switch them there. When I got home, I checked and the setting were normal, not the highest setting. I'm not sure if this affects the setting here at work (since I can't see them here). Would the settings carry over, or do they have be be set on each device, similar to what happened with my phone and home PC?

I don't use two PC's, but when the settings on your phone can be different from the ones on PC (which I can confirm is true), they most probably won't transfer to your work PC either. The reason for this is probably so that you can manage the storage it takes up for downloads and the mobile data you use when listening to a not downloaded song on each device.
