Family Plan in the Philippines

So I've just switched my spotify account from standard Premium, to the Family Premium. When I sent the link to my family (who live in the same house as me), they get an error message saying "We couldn't add you to Premium for Family as your account needs to be based in the same country as the owner of the Premium for Family subscription." 

We are all currently living in the Philippines, though our permanent mailing address and permanent residence is in Iowa. My Spotify account was created in the U.S., though I switched to Premium for Family, (and before that, Standard Premium) in the Philippines, so that may be part of the problem. 

All of us have the same billing address.

 

How can I get all of my family onto the same Family plan?
