I CAN'T SUBSCRIBE ON FAMILY PREMIUM SUBSCRIPTION BECAUSE IT'S TELLING ME THAT MY ACCOUNT WAS STILL CONNECTED TO THEIR GLOBE PARTNER.

If your Spotify account was on a subscription through Globe, you'll need to wait until the last month of Premium is over and it goes back to Free before you set up the Premium for Family plan.
This happens because Spotify is always paid for in advance, so you're charged for a full month before you use it.
If it's already been a month since you were last charged for Spotify by Globe, and the account is still Free, it'd be best to contact them back to make sure the subscription is fully cancelled.
