Gift Payment Denied

Was able to purchase 4 gift "cards" paying through paypal successfully.  On fifth, both paypal and direct credit card caused an error.  I know the credit card used (which is the same one linked to my paypal) is fine since I have bought other items on it since.  Have closed browsers, tried a different machine, still getting an error.

wth gives?
