I have an account on my Xbox but when I enter that account on my phone it says it doesn't exist

Are you getting some sort of response after you enter your username and password?

Have you tried accessing your account online with the same details?

My account with Xbox won't link my spotify on phone

Let's make sure you're logging in with the correct details on your mobile device, either by typing your email address and password if your account was set up directly via Spotify, or touching the blue "Log in with Facebook" button if your account was set up via Facebook.

If that doesn't do the trick, try reinstalling Spotify on your mobile device to see if it helps.
